Biography

John Dunlap is currently an independent consultant, having recently retired from Federal service and the Department of Energy. While at Energy, John served as the acting Associate CIO for IT Support Services and Director of Energy Information Technology Services (EITS), the department’s national IT Service Management consolidation program. John helped manage EITS’s transformation into a functional business supporting multiple DOE programs and customers including the Office of the Secretary and other senior DOE officials. During his tenure, John more than doubled the OCIO’s seat management users to over 9,000. John also lead DOE’s data center consolidation efforts for EO13514 and FDCCI.
Prior to joining DOE, John had nearly 25 years of Federal government experience in scientific and information technology positions. Trained in environmental and earth sciences, John worked as a geophysicist as well as in IT technical and management positions while in Alaska with the Department of Interior. John has extensive experience in supporting scientists and scientific organizations including serving as IT director of a large US Geological Survey wildlife sciences laboratory. He has contributed to numerous scientific research programs by developing technical solutions such as developing data collection and analysis systems for aerial marine mammal surveys. John served on a small panel of Laboratory IT Directors who helped develop the national IT program for the newly created National Biological Survey, a bureau within the Department of Interior. This group also helped develop the first data clearinghouses under the National Biological Information Infrastructure, part of the NII.
After leaving Alaska, John moved to New Orleans where he managed national IT system development for the Offshore program of the Minerals Management Service. John also served as Chief Architect for a large eGovernment effort that included bureau-wide business process reengineering and extensive technology transformations. John was in New Orleans for Hurricane Katrina and its aftermath, moving to the Washington, DC area several months after the storm to join the Department of Treasury’s Comptroller of the Currency. John has been married for over 19 years and has three daughters.
