Mark Hagerty is the Chief
Information Officer at the Federal Retirement Thrift Investment Board (FRTIB).
In this role, he is responsible for the implementation and operation of all
information technology supporting the Thrift Savings Plan (TSP) for Federal
employees and members of the Uniformed Services. The TSP has over 3.7 million participants
located in the United States and in every time zone around the world, and TSP
assets are valued at over $200 billion.
Mr. Hagerty’s duties include advising the Executive Director on the
performance of IT investments, overseeing the development of enterprise
architecture within the agency, capital planning and investment control,
information security, privacy, and access to, dissemination of, and
preservation of TSP participant information.
Prior to joining the Thrift Investment Board, Mr. Hagerty
was Chief, Office of Mission Assurance at the National Security Agency (NSA).
There he served as the Agency’s senior executive responsible for agency wide
policy, strategy, requirements development, acquisition program management,
budget formulation and execution, and implementation oversight for all aspects
of the Agency’s global Mission Assurance initiative.
Before joining NSA, he served over 10 years in a variety of
Information Technology (IT) management positions at the National Aeronautics
and Space Administration (NASA), most recently as the Program Manager for the
agency wide Outsourcing Desktop Initiative for NASA (ODIN). As ODIN Program Manager he was responsible
for all aspects of the Government Wide Acquisition Contract (GWAC), including
daily oversight and technical direction for the agency’s 58,000 desktop
computers and engineering workstations.
Prior to NASA, Mr. Hagerty was employed as a systems programmer for Computer
Sciences Corporation, and for the Department of Defense at the Pentagon. He is an Air Force veteran with over 22 years
of Government service with responsibilities ranging from GS-7 to Senior
Executive Service (SES), including tenure as an Air Traffic Controller for the
Federal Aviation Administration. He has been a Board member of the Government
Information Technology Executive Council (GITEC) since 1998, served on the
senior advisory board for the American Council for Technology (ACT), is a
senior fellow with the Council for Excellence in Government, and is an alumnus
of the Industry Advisory Council’s “Partners” program. He holds a degree in Information Systems
Management from the University of Maryland.
