Mr. David L Zeppieri currently
serves as the Chief Information Officer for the Overseas Private Investment

Prior to joining OPIC, Mr.
Zeppieri served as Director for Strategic Development for Project Performance
Corporation. Among his responsibilities, Zeppieri led the company’s federal
strategic development and managed the operations of its applications
development and system integration projects. He also oversaw several civilian
sector agency contracts such as FAA, the National Parks Service, and FDA. Mr.
Zeppieri had profit and loss responsibilities for two important practices within this management consulting firm: the Software
Solutions, and Systems Integration practices. These efforts exceeded figures in
the twenty million dollar range. Mr. Zeppieri also acted as a “Special Advisor”
to the CEO of Project Performance Corporation. In this capacity he had routine
meetings and discussions with the company’s senior management team in hopes of
promoting cross functional integration improvements across all Lines of
Business. This integration enabled the sum of the parts to be greater then the
whole. Clear delineation and clarity on responsibilities became the strategic focus
of PPC. Mr. Zeppieri assisted in developing and sustaining the PPC business
plan and concept of operations.

In his role as Chief Information Officer at OJP, Mr. Zeppieri served as a major change-agent, focusing on modernizing OJP’s Grant Management IT processing and modernizing the department to a Portal/Internet-based communications and service delivery environment. He managed and oversaw integrated OJP information technology business planning, policy, evaluation, and service delivery systems for nine Program Offices and six support offices. These efforts supported the operation for over 1,200 internal customers and 15,000 external customers nationwide. He has made exceptional progress in overseeing the implementation of complex systems, including the development and roll out of a new Grant Management Systems design which provided substantial benefits in productivity and capacity for OJP. He began the consolidation of all major IT initiatives, such as IFMIS and legacy systems under one umbrella.
Mr. Zeppieri brings more than twenty years of experience as an IT professional. He has a proven track record to jump start complex projects and of turning around failing projects. He is committed to business driven processes and excellent customer support. He is results-oriented with a broad background in strategic planning, project management, application development, system integration and reengineering for several public and private companies. He is skilled in product definition, design, planning, budgeting, life cycle methodologies, and team building. He has the proven ability to identify and articulate technological opportunity, and to work closely with executive management teams. He is a progressive, resourceful, well-organized professional who effectively meets tight deadlines and works well in a multi-organizational environment. He adapts quickly to change, thrives on solving problems, and enjoys tough challenges.
He was won numerous awards including the CIO 100 Award for Resourceful IT Management Practices from CIO Magazine, and the 2004 Federal CIO Award from Federal Computer Week and Computerworld Premiere 100 IT professionals.
